Tobacco and Substance Use Education
ABOUT
Our Tobacco and Substance Use Education Program Area reflects our commitment to prioritizing the health and well-being of our students. By providing education and resources to prevent tobacco and substance use among youth, we empower students to make informed and healthy choices. Through our efforts, we contribute to creating a safe and supportive environment where students can thrive academically and personally. Together, we're building a healthier future for our community, fostering stronger connections between students, families, schools, and the community for the success of all. Under this program area, there are several program services we provide to our local educational agencies and the community.
Tobacco-Prevention Youth Engagement (TPYE) Grant (Cohort 2026–29)
As grantees of the Tobacco-Prevention Youth Engagement (TPYE) Grant (Cohort 2026–29) grant programs funded by the California Department of Education, the Sutter County Superintendent of Schools, Student Support and Outreach (SSO) is dedicated to implementing innovative initiatives aimed at curtailing tobacco use among students.
The Tobacco-Use Prevention and Youth Engagement (TPYE) Grant supports school-based efforts to prevent and reduce tobacco, vaping, and nicotine use among students in grades 6–12. Through youth engagement, prevention education, intervention, and cessation strategies, the program empowers students to build knowledge, skills, and leadership to make healthy choices and contribute to tobacco-free schools and communities.
The grant also supports targeted strategies to engage students and populations experiencing tobacco-related health disparities, helping schools use data and youth voice to develop prevention efforts that are relevant, responsive, and equitable.
Prevention Programs

Intervention Programs
An Alternative-to-Suspension curriculum geared for students who have been caught using nicotine products, e-cigarettes, or any tobacco products and/or for any student who is interested in trying to reduce or quit nicotine use.
YVAPE is designed to provide a positive experience for the student and help them think through their substance use behavior.
Cessation Programs
Referrals to the following Cessation Program:
A free program that helps Californians kick smoking, vaping, and smokeless tobacco with the help of proven, science-based strategies. Take the first step toward quitting.
Parenting and/or Pregnant Minors
In addition to supporting Local Educational Agencies (LEAs) with prevention and intervention programs aimed at tobacco prevention among students, TUPE Tier 2 also provides crucial support for pregnant minors, focusing on promoting healthy pregnancies.
A vital component of TUPE Tier 2 services is working closely with LEAs to ensure that pregnant students receive tailored education and resources to prevent tobacco use during pregnancy, as well as support for maintaining overall health. This support may include specialized tobacco cessation programs for pregnant minors, access to prenatal care referrals, counseling services, and assistance in connecting students to community resources for prenatal and postnatal support.
By addressing the specific needs of pregnant minors within LEAs and emphasizing tobacco prevention as part of a healthy pregnancy, TUPE Tier 2 facilitates a supportive and inclusive educational environment that promotes the well-being and academic success of all students, including those facing the additional challenges associated with pregnancy.
