Local Control and Accountability Plan (LCAP)


The California 2013-14 Budget Act and related legislation made significant changes to the State public school funding system. The legislation introduced the new Local Control Funding Formula (LCFF) which simplifies the funding process and strengthens local accountability. Through the LCFF, local educational agencies (LEAs) will receive funds based on local student demographics.
An important component of the LCFF is the Local Control and Accountability Plan (LCAP). LEAs will use the State-approved LCAP template to develop a plan that includes annual goals and actions that will be implemented to meet eight State priorities, and describe the related budget. The LCFF requires County Offices of Education to approve the LCAPs and budgets for districts within their county.

2015-16 Local Control and Accountability Plans
The Local Control Funding Formula requires that information be made available to the public regarding how state funds are spent.

Throughout the review process, Sutter County Superintendent of Schools approves the districts’ LCAPs for the following three criteria: 

Adherence to SBE Template
1.
The LCAP or annual update to the LCAP adheres to the template adopted by the SBE pursuant to Section 52064.

Sufficient Expenditures in Budget to Implement LCAP
2. The budget for the applicable fiscal year adopted by the governing board of the school district includes expenditures sufficient to implement the specific actions and strategies included in the LCAP adopted by the governing board of the school district, based on the projections of the costs included in the plan.

Adherence to SBE Expenditure Regulations

3. The LCAP or annual update to the plan adheres to the expenditure require­ments adopted pursuant to Section 42238.07 for funds apportioned on the basis of the number and concentration of unduplicated pupils pursuant to Sections 42238.02 and 42238.03.
